The HOA Board governs. FirstService manages.
Residents usually interact with FirstService, so it is easy to think the people in the HOA office are the HOA decision-makers. They are the paid management staff carrying out the association’s work.
Harvest HOA management team
Harvest HOA lists FirstService Residential as its onsite management company. These are the four staff members currently named on the HOA's official team page.
Dondi Morse

The Board makes the HOA's major decisions
Harvest's bylaws call for a three-member Board. During the development period, two seats are held by Hillwood/developer representatives and one by a homeowner.
The Board can set the annual budget, make and change HOA rules and policies, set fines, oversee the common properties, hire people and contractors, collect and spend assessments, authorize repairs and improvements, open bank accounts, and take legal action to enforce the governing documents.
If residents are asking, “Who decided to raise dues?” “Who approved a major new HOA project?” or “Who has the power to change an HOA rule?” the answer is generally the Board.

Community Benefit Fund
Harvest has a separate, elected volunteer board for the Community Benefit Fund. The board considers proposals for additions and improvements throughout Harvest. The fund currently has a surplus of nearly $2 million.
Belmont Fresh Water Supply District No. 1
Harvest residents elect the board. The board votes on the District 1 (generally west of Harvest Way) portion of property taxes, budgets, bonds, roads, drainage, streetlights, and public-service contracts.

Belmont Fresh Water Supply District No. 2
This elected board votes on the District 2 (generally east of Harvest Way) portion of property taxes, budgets, bonds, roads, drainage, parks and recreational facilities, and public-service contracts. The current district page lists the five members below. It does not publish official headshots or full biographies.

Denton County ESD Nos. 1 and 2
Both emergency-services districts cover Harvest. Each has a separate five-member board appointed by Denton County Commissioners Court for staggered terms. Residents do not elect these commissioners. The boards commonly meet together and share the same Fire & EMS system, but each board has its own budget, tax line, and vote.
What each district does
ESD No. 1 operates the fire department and shared Fire & EMS system. ESD No. 2 funds and oversees emergency medical and ambulance service. The districts use the same stations and personnel; they are not two unrelated emergency departments.
